As a result of the COVID-19 pandemic and the permanent need to integrate healthcare personnel in the facilities located throughout the territory, in order to remedy the shortage of personnel in the face of a constant increase in the number of admissions to our hospitals, the Italian Government has introduced
extraordinary measures to resort to the
temporary recruitment of doctors, nurses and socio-healthcare workers who hold
qualifications obtained in European Union and non-European countries, but not yet recognised as valid for the exercise of the relevant healthcare activity in Italy by the Ministry of Health.
The regulations in force (Article 13 Decree Law 18/2020) allows until 31 December 2025 the temporary exercise of work, as an exception to the recognition by the Ministry of Health of healthcare qualifications obtained abroad, for those who intend to exercise healthcare activities in public or private or private accredited healthcare or social-health facilities.
This simple initial provision was, over time, modified and supplemented by the introduction of further elements: the activity by those with a non-recognised health qualification can also be carried out independently, temporary employment can also be carried out by private health facilities, and it also concerns citizens of non-EU countries who hold a residence permit.
